I dont think 12 psi is 12 psi... Boost is a measurement of restriction and not a measurement of flow. But... Im not sure with a turbo how things work, I am speaking from a bias radix point of view. lol I know decreasing the restriction on the inlet side will increase boost and decreasing the restriction on the exhaust side will lower boost because you are flowing more air.
