I finally got my wideband working again not too long ago and noticed that at WOT my AFR starts in the low 12s and works its way all the way down to ~11.0 by the time it shifts. This is running quite a bit rich and would like to get it back up around 12.8 where it should be. What is the best/easiest way to lean it out progressively through the rpm band? The MAF table or work with the VE or PE tables? I'm pretty new at tuning but can read/learn whatever it is I need to read to get it figured out. If anyone has any quick suggestions or articles that could help with my situation, let me know 
Also, while idling or regular driving, my AFR has a pretty large swing back and forth from mid 13s to mid 15s and is not consistent at all. Is this because of my cam or does my VE table need work there as well?

Is your WB setup for fast display or slow. Long slow sweeps may be due to too fast of a display rate and it is catching the oscillation of the fueling. As far as your cam causing it, easy to tell, is the "loping" of your cam and the wideband needle working together pretty much? Then yes.
Get you pcm into Open Loop and tune your MAF/VE table using the links in this section and or tuning websites. Keep in mind if your long term trims are adding 4% (example %) to adjust at part throttle then it will add 4% to your PE.
