If you look at your log you are getting ~21* of timing at WOT. If it was using only the Low table then you would only be seeing ~13* at WOT.

It's actually when the MAF is put into fail for tuning,which will cause open loop operation, that it will only use the Low table. It's a safety measure since the pcm thinks the MAF is broken when that is done. When in normal closed loop operation the low table is only used for blending when KR is detected.
