Mines fully welded not just tacked. You can use a mig if you are careful, wrap a big wet cold towel around back of pulley as heat sink.

What about drilling a hole similar to pinning the crank the. Fill that hole with a spot weld?

No. I will yank it off. The waterpump is a brand new acdelco unit. I really dont want to screw it up
