so there i was at 11pm and i decide to set my engine at TDC to set the rockers and low and behold my valves are touching my pistons when i bar it over. i have 63cc heads with .040 cometics, flat top pistons, 1.7 roller tip rockers and my deck height is stock. are my head gaskets to thin?

That's a lot of meat out of those cylinders but a 1/8" bore job still leaves a lot there. I have 9000 miles on my 383 and have never had a hint of overheating or any other problem for that matter (and I beat the **** out of it). It just gets better with age.

My Crane rockers had no clearance problems and have been flawless in operation. Do those ones sit high?

You're getting close now, keep it up.

those were my rods hitting the windage tray. my PRW rockers hit the valve covers so i had to buy 1/2" spacers
