I did not see on the charts why my 1900 surges and drops over 3 lbs of boost at 6500ft and 30 degrees and driveability gets so goofy?

I never was much good with charts though.

To lose some boost from the high altitude I can understand. To run a higher IAT doesn't make much sense other than at higher altitude you will often work the engine harder and therefore more rpm. More rpm=more heat. You can't blame the blower for altitude.

Surging sounds like it could be a tune issue to me. The boost loss is understandable at higher altitude.
