I was wondering does a Leaner AFR create more heat? The reason I ask, is since it is almost winter would comanding a leaner mixture in the Lower ECT ranges (below normal operating temp) help speed up warm up times?

Yes a leaner mixture will create more heat. There have been many people that burned holes in their pistons due to a too lean condition. Usually thought that happens mostly under load.
If you plan on doing any kind of leaning out, I would highly recommend getting a Wide band.
EDIT: Opps, just read your sig again. Missed that you already have a WB.

Thanks guys, I do have a WB (see Sig). I was just mainly considering doing it at idle/in park. Every morning i warm up my truck for about 5-7min. It is my understanding that the computer is in Open-Loop if the (B4203) "Closed Loop Normal Temp" temp is not met. So my thinking would be to lean out he mixture in the lower ECT ranges on the "Commanded Fuel in Open Loop" table and raise the B4203 temperatue value up a little higher so the truck will warm up faster. Does that make sense?
