Can EFI Live tune a 96 Vortec 350

I replaced engine with HT383 and never got it to run right even with professional tune. I replaced ECM with 411 and was much easier to tune and economy and power were greatly improved. The ECM replacement made a bigger difference in performance than the engine swop. I wish I had replaced it with stock engine.

That sounds like an issue with your Tuner, not the blackbox.
its a good upgrade if no-one local has the proper equipement to tune the 96-97 trucks. But if your under 5900rpm, you wont see any more power over a tuned 411.
An HT383 can easily be made to work just fine with any OBD2 PCM.
