Do they actually put a sniffer in the tailpipe or plug up to your obd II. If they just plug up then no worries just get it retuned after install

Sounds like the mirror is the visual inspection, and then they grab the scan tool to watch for codes... get the rear O2's tuned out and then your vehicle will come back "ready" with the O2's... an actual sniff test uses a smog detector at the tailpipe to measure the actual chemical composition of your exhaust fumes.

That's the same exact test we have in Maryland. I passed easily.

Exactly as dmelvin said. Tuned out, you'll have no problem. Heck, I stopped by my local muffler/performance shop and he thought they were cats, so you know some kid making bottom dollar smelling exhaust fumes all day, will too.

You can always send your headers off to get powder coated, but that does add to the cost. I had a Pacesetter coated header on my 2002 Cavalier and it survived Chicago winters just fine.

These are stainless headers, little worry about them rusting through, they may oxidize, but rusting out not so much, they will discolor with heat cycling though. If anything, you can send them off to get coated in order to keep the underhood heat down, however, it's hardly a necessity.
