cam hurts emissions?

Not to long ago,
I was at my chevy dealer and bought the LS1 hot cam kit, I had the appointment set for the install like 2 days after the kit came in, everyone there was ok with the install and the service manager said it would be no problem. Well.... I guess there was a little problem, the owner of the dealership saw the paperwork for the install, and said it was a "No Go".
His excuse, or what I heard from the service manager was that he said it was a cam made for an F-body, not for a 4wd at all, and that my truck would'nt pass NYS emissions requirements.
I kept reading up about cam swaps on our trucks, and dont see to much about emissons or "to much cam" for that truck.
What do you all think of that? would I have a problem? I heard that NY has to just plug into the computer, they dont even run the truck. Will I have a problem with emissions?
