leaking power steering

Default leaking power steering

I noticed a little while ago and i'm finally getting around to it, but my power steering is leaking from the driverside inner tie rod boot. I'm wondering if it's supposed to have fluid in there or if the boot is just to keep it clean. If it's a bad seal inside the rack how hard are they to replace.
