I would reference it to the manifold. That way the gate will open via the actual pressure seen in the intake, rather than at the compressor housing. Pressure at the intake is what matters.
At part throttle, this can cause the turbo to spool up when you don't want it. i.e.: slowly letting off the throttle while in boost will cause the turbo to try and blow the throttle blade open to keep up the manifold pressure.

When you are flat road crusing at light throttle... Is that not technically in vaccum? Cause you arent in boost at like 15% throttle and 15% engine load????

the turbo is driven from the turbine side, not sucked through the compressor side.

The intake would be in vacuum. But everything before the TB such as the cold pipes, intercooler, and compressor exit would be at ambient pressure, or close enough to it..

so where is this nipple on the passenger side i see what looks like it could be one if i broke the tip off its about mid way on the passenger side but thats about it?

this is the only place I see to connect the vacuum line too, but I dont see how the cover or whatever is pluggin the hole comes off?

Mine is sealed right there...you would have to drill out a hole if you want to use that. I use the brake boost fitting on the back since I have hydroboost.

I got rid of the evap crap on my truck and used that hole, just tapped for 1/4 npt

You can tee into the brake booster line, that's what I did on the Z28 when it was procharged.
