tune affect boost?

been told that lack of timing can cause boost to be lower. don't know why or if its true, but i was told by someone in the fi world for a while. even if its true it wouldn't cause it to be that much lower .

Cam specs:
54-412-11 - XFI RPM Hydraulic Roller Camshafts
The 317's have been milled but minimal to clean them. I have seen upwards of 10 in the past, then I started having a couple different leak down problems. Which I hope I have fixed. So far It holds pressure and has a very slow leak. I can't get past 3 lbs even to redline. I have seen 8 pretty constant before the last leak.

My problem is i'm not hitting full boost at 10 lbs. And I don't know why. All I can get right now is 3 lbs. I know for a fact I have hit 8 lbs. I'm not leaking from the plumbing from the blower through the intercooler or engine. I have a new belt and is tight.
