The safest way is to use a 3 jaw puller. Back the bolt out a few turns and then use the puller to slide it off till it hits the bolt. Repeat until it pulls off by hand. The 2nd option if it's not too tight is to use a small piece of 1/2" x 1" wood stock against the pulley and a small pry bar. Put the wood against the pulley, give it a nice pry with the pry bar, rotate the pulley and repeat. Slowly work your way around the pulley till it finally comes off.

If your having trouble braking loose the locking bolt, grip the pulley with a belt wrench and then loosen the bolt with the appropriate socket. Some people use channel locks to grip the pulley but it will mar the pulley.

Back on is the easy part. Just tighten the bolt!
