truck won't go in to program mode to program key fob!

the other day my fob stopped working so i changed the battery and still nothing so i ordered 2 new ones. when trying to program them the truck is no going in to program mode. the locks cycle before i let the unlock button go. this is the directions i'm using:
Step 1: Sit in the vehicle with all the doors closed and unlocked. Insert the key into the ignition. Do not turn the key until directed.
Step 2: While holding down the Unlock button, turn the key to the accessory power position then back to the off position. Repeat turning the key from the accessory power position to the off position for a total of two cycles.
Step 3: Release the Unlock button. Your Silverado will automatically cycle the locks.
THIS IS MY PROBLEM -->*** If the locks cycle before you release the unlock button the programming will not work and your vehicle is not in programming mode. Repeat from step one. If the locks continue to cycle before releasing, the procedure is not being followed correctly or something is malfunctioning with the vehicle's keyless entry system.***
Step 4: Simultaneously hold down the Lock and Unlock buttons on your fob for 15 seconds.
Step 5: Program any additional remotes for repeating Step 6 for each remote. Up to four remotes can be programmed.
Step 6: Exit programming mode by starting your Silverado. Turn off the vehicle and test your remotes.
Has anyone ever run into this problem before? I'm out of ideas, I've tried everything I could think of. Any ideas or input would be greatly appreciated.

I do everything until I let go the unlock button. I can hear it “cycle” but the locks don’t move. Not sure what the problem is. I have an 02 Silverado with the AU0 code. Brand new fobs no aftermarket alarm system.

I’ve switched the relays around and even bought new ones. But still nothing… it’s a hit or miss now. Sometimes the passenger side will lock and unlock initializing that it went into program mode but still it’s not. The driver side is not responding.
