Tail Light doesn't come on until braking..

For future reference, if anyone is having the same issue, the brown wire is the running lights and the green is the brake lights. I just did a temporary fix and ran a jumper wire from the drivers side brown wire to the passengers side brown at the block. Fixed it for now.
