Default OBDII won't read with scanner

My OBDII will not read with a scan tool and it doesn't seem like it's getting power. What would cause this? And how do i fix it?

Check the cig lighter fuse.

yes, the cig lighters have separate fuses. The one you want has the actual lighter attached, not the accessory 12v outlets (not heat rated).
