1-2 WOT shift is better from a roll

I'm trying to figure out why my 1-2 shift acts differently going WOT from a dead stop than it does if I'm at a roll and kick it down.
From a dead stop, the 2nd gear shift feels rough and makes a "squeak" sound. I'm not sure where the sound is coming from. Almost sounds like an accessory belt squeal.
From a roll, when it hits 2nd the tires will chirp every time. Doesn't feel rough and all you can feel is the tires break loose.
I just want it to consistently shift like it does from a roll. The transmission is a 4L70 with billet servos and a HD tranny cooler. The truck is a 2008 vortec max 2wd. I'm using HP Tuners so if anybody has some transmission tuning pointers, I would appreciate that.
