It doesn't even looked welded. It looks more like a slug pushed into place or possibly screwed into place. The hard part would be drilling the new pattern and getting it lined up correctly based off the hub center.

Seems like any Good machinist should be able to do it.

Looks to me like they milled down a wheel stud and pressed it in. Is it welded on the backside?
