If the guy had Home Insurance he's fine. If he didn't he was fucked either way.
If he didn't have insurance and they got there and put out the fire he would have likely had a whole mess load of damage that he couldn't fix and could potentially require the house to be torn down anyway.
He would still have a lot of his stuff that didn't get water or smoke damaged but what good is all of that with no place to put it?

I have no problem with the system that is in place in that county. You want something in life. Pay/work for it. If you can't afford something that you desperately thing you need, pool your resources with others in a similar situation and pay for it that way, which in essence is what that particular fire department was devised.
Nobody should stand there with a gun to your head telling you what you should do.
I bet the guy from now on will be paying for fire insurance "in case of".
