HID's aren't street legal, but then again neither are and other aftermarket parts you put on you car. And if you modify your headlights in any way, including retrofitting projectors into them, thats just as illegal as having HID's.
Now will you get in trouble with them? I've had the for about 5 years not on both my motorcycles and my cars, I drive everyday, take plenty of road trips and have NEVER had any problems with them. Most of the time if I see a cop they compliment the car.

The Denali headlight are a direct swap and have projectors in them. While they are not HID projectors they have a nice cut off line and wont blind people coming at you like if you just put them in your stock headlamps.
I dont have the HID kit in mine yet but I will be ordering one soon. Also I wouldnt suggest going over 5000k on the color and trying to stay in the 4300k range
