I would start by checking your connections and wiring. Is it grounded out anywhere?
With the fuse removed, probe one side of the fuse terminal to see which is your battery feed(line) and which is your load (The dvd side)

Check for continuity on the load to ground.
Unplug the DVD player in the rear and check continuity to ground again. With it unplugged, do you still have a ground out condition?
System of elimination.

Thanks for the insight man. I was in the process of elim shortly after I posted, was looking to see if anyone else had experienced this as well. So, I removed fuse, dvd, and unplugged onstar mirror(it's in the circuit with the dvd)... good ground and continuity, was also experiencing the lack of onstar functions as well. Also I left the dvd unhooked, reinstalled the harness to onstar, installed the fuse and the onstar functions worked, no fuse issues. Further I reinstalled the cables to the dvd and no functions on it, but no blown fuse. So, theoretically bad dvd player and the unit smelled toasted too! Any more insight would be great!

Problem was solved by replacing the screen only as it had a dead short. Used an eBay unit cheap that had a bad disc unit and yanked the screen and swapped. Hope this helped.
