Those mods should be able to net you a mid 14. You may have a problem with traction though. That might affect your times by as much as .5 seconds.

he has an 03 f150 ecsb with the 5.4 triton, tune, gutted cats, flowmaster muffler and diablosport tune.
i have an 06 ecsb 5.3 with homemade intake and flowmaster and crappy 3.23's and he gets me by 4 lengths

I love it when people say unless you have a 4.8.That is too funny. I have never been beat by a Ford truck(no lightnings around here) and my 4.8 has beaten a few hemis. No 5.3 around here will run with my 4.8, although they aren't modded any more than intake/exhaust/handheld programmer. Now, mod for mod the 5.3 will kill the 4.8 every time if all things equal otherwise.I have beaten a couple hemis, and a titan as well. The 4.8 does lack torque, but lets stop putting it down because it is a very capable motor. As far as the Z06 cam, I have been told the gains aren't even noticable. I still have one in my shed, but I am just gonna sell it and get a little bigger cam. The problem is those gears he has. Sorry for the rant.

Don't worry dude, There's a good chance I might know as much as you about that little 4.8L if not more. I'm sure you knew that the 4.8 is just a destroked version of the 5.3L and that they're both based on the same block. So if anyone were to ever say that the 4.8>5.3 that would just be naive.
And just so you know, AdrenalinP ran a 13.66 with a z06 cam and full bolt ons. If you've ever seen the specs of a stock 5.3L silverado cam then you'll see that a z06 cam is definitely a possitive upgrade. Hell Parish gained something like 70rwhp swapping to a z06 cam in the 5.3L project car he had. granted it was turboed but it was still a solid gain.
I think you will be happy with the z06 cam, but I think there are better options out there. It is a good cam for being on a budget, but if you can afford it, get a cam better suited for a 5000 lbs truck.
EDIT-Just saw you edited your post
