wont kick down period? or just the MPH and RPMS arnt set at a meeting point? Sometimes they 0 out the MPH and do only rpm shifts and that will screw with the kickdowns.

I mean its like every spot is dead, i stomped it at 25, 35, 40 60 65 and its just dead. The rpms wont move and im just barely moving.. He says he has to do something with shift speed.. Does that sound right?

HPTuners has a Shift Speed table for mph points the PCM will use to acknowledge an acceptable speed (mph) and engine revolution (rpm) to allow a shift to occur. If those parameters are met, then the shift occurs. RPMs (if not mistaken) is the final "say so". That's obvious b/c if the RPMs are set too low, and the mph point is too high, you'll hit the limit before the mph is reached... thus the vehicle falls on it's face & bouncing the limiter.

As a part of that same table, there are downshift characteristics regarding designated mph points versus throttle position. If your downshift cells are set to "zero" or they're set lower than what you need, then I can understand why you will not get a downshift @ WOT. I hope that is not what was done.
