question about front bumper

I was planning on doing the exact same thing on my 07nbs silverado, but can someone tell me what scuffing means...? please excuse my stupidness

The way I had mine done has not given me no problems after buffing the bumber down to the metal with a tigerdisk we applied 2k apoxy primer and sprayed a black base before the color and we did not add no flex agent to it we sprayed three coats of chromabase clear and buffed it

Take a Brillo pad or some sort of abrasive material and just scratch the **** out of the chrome. Purpose being that it will give the primer or powder coat or whatever you choose to do some material to hang on too. Chrome is slick and most things won't adhere to it very we. You can scratch it or scuff it up with whatever you want really.
This being said I'm not a painter nor do I know of the proper chemicals that can aid in this.
