I thought you could press the E-Brake 1-click and it keeps it off. That is how my parents old suburban did but it was as 97...

You can, but the E-brake light will always flash. Id go with the resistor method.

I think he just wants to be able to turn off the headlights at night..like while sitting in a parking lot.

Damn guys, bite my ***. LOL

I know that in my 99 I had to click the e-brake down and then restart the truck(or key off, key on) I was told at the dealer ship it was because it was built in Canada...thats were I came up with my statement. Apparently that was incorrect...
