My 01 manual had instructions. Push the dome override 4 times. Maybe your manual has instructions?

The dome override trick won't work on 99's unfortunately...I bypassed the photodiode with an led right at the bcm which is right under the left side of the dash. Got the led at Radio shack for less than 2 bucks and it took about 5 minutes to do. My headlights are now fully manual with no auto function, but that's how I like it. I can take a look in my service manual and find out which wires I bypassed if you'd like.

I just snipped the grey and white wires and used an LED, you could use a regular diode or a resistor I guess, but I went with an LED because I assumed that it would have the same resistance as the ambient light sensor. It worked for me

The BCM is right under the steering column. If you remove the lower dash finish panel it's right in the center. It's not necessary to remove the panel, but it gives you more room.
