way to much heat not enough penetration, no control of filler, alot of tear points

also no wrap around on the ends

small enough tig cup and enough sick out will allow for welding of inside for a few inches

theres no lateral strength with no inside welding...

it all can be fixed

I was wondering if an inside pass would be possible or if it would be to tight to get in there...

more torch and filler control, proper heat has a uniform heat ring sightly past the weld joint, to much heat past this zone can fatigue the metal.

amperage, torch angle, tungsten point, tungsten stick out, argon CFM all play roles in Tig welding

can also tell all of this by the weld puddle, alot of gray area is too much heat and alot of times to much argon CFM

mild steel can still show alot of colors when welded off

So is your passenger side airbag still hiding under the cover or did you find a way to mount the cover back in the dash without the Airbag in it?
