I just talked to a nice lady at my county DMV who informed me that all I have to do when this is finished is have a VIN inspection done, have them note that the vehicle is now diesel, and they will change the title from gas to diesel. After that I am subject to emissions requirements for the year of the vehicle, not the engine. Sooooo.....what emissions equipment came factory in 99 Silverados? None?

Finally put something together instead of taking apart! That's the 05 instrument panel support, pedals (and hydroboost), and HVAC module in the 99
And if you look close, you can see the all-important Bose rear seat control harness running across the floor

Getting there! Going to finish the cab first, then start on the engine/drivetrain.
