Head bolts question

I'm ordering my head studs and want to clarify something. Do I order the kit based on the year of the block or the year of the heads? I'm putting newer ('05+) 243 heads on an '00 5.3 block. Do I need the kit with the 4 shorter bolts or the one with the bolts all the same?
Basically, I'm trying to figure out if they changed the block or the heads in '04.

2nd that. The heads are all the same.
The 2004+ blocks use all short bolts/studs. The 2003 and older blocks use short and long bolts/studs.
