I was going to say, from what I can see in the pic, it doesn't look like it needs bored. A hone should fix it no problem. I used a scotch brite aswell and cleaned 2 holes on my block also.

You can buy a hone from HarborFreight for like 10 bucks. before anyone jumps down my throat, its actually a pretty nice tool, and I have used it on several cars and bikes. gets the job done cheap.
