I know on my lunati rods we had to use a bolt stretch gauge so the tq was a little different on each one
I know the studs you put in hand tight and do a 3 step tq on the nuts
I did 35/50/70 with arp moly lube
it may be different if you use oil instead of moly

ARP head stud kit
1st Pass 30 lb-ft
2nd Pass 50 lb-ft
3rd Pass 80 lb-ft
ARP intake row flange bolts
Final pass 23 lb-ft
That's according to my "how to build and modify GM ls-series engines" book, it don't have ARP torque # for rods though . Here is what it says for OEM rod bolts,
Early OEM rod bolts(pre 2000)
1st pass 15 lb-ft
2nd pass 60*
Late OEM rod bolts(post 2000)
1st pass 15 lb-ft
2nd pass 75*
LS7 OEM rod bolts (06+ titanium rods)
1st pass 15 lb-ft
2nd pass 110*
1st Pass 30 lb-ft
2nd Pass 50 lb-ft
3rd Pass 80 lb-ft
