Electrical issue - cluster lights up, that's it

Default Electrical issue - cluster lights up, that's it

I bought an 07 Silverado as a non-runner. The truck has super low kms, but I can't get it to start. Battery is good. When you turn the key on, the ABS / Engine lights come on. About 5 seconds later the rest of the cluster lights up. When you turn the key to start, nothing happens. I can move the shifter without pushing the brake. The range does not show what gear it is on the dash. The signals don't work, high/low beams don't change, wipers only work on high. Horn works. No interior lights, no 4 way flashers. Radio and heater work. I've wiggled wires under the dash, tested the mega fuse, checked the big spade connector under the engine fuse block, ran a new ground to the engine and to the cab. Nothing. Any thoughts?

where did you buy it? Maybe this is a flood vehicle.

For anyone who has similar problems, turns out it was the BCM. I replaced it with a used one, and it fired right up.
