I was gonna say that earlier but hopefully this comes across right on your end. I've never had (or rather gotten) to use it on what little stuff I've done. It's not that I deny its' need, it's only that my projects never had a need to do so. I could always weld 1st, paint after. But in a circumstance like his, it (weld thru primer) shows its' usefulness.

I guess what I'm sayin is if painted, it's not designed to be welded on. That's why people prep by grinding to bare metal.
But a weld thru primer fits these applications.

Find an oil can and squirt some transmission fluid up there on a weekly basis or even a few times a month, trans fluid stops rust in its tracks

i had a rust check place spray rockers.i get it done every once and a while.
