truck has been cleaniest it has been in a while this winter, and walked out side and seen something on the rockerpanel first thoughts, just mud, walked up and looked and theres bubbles appearing on the rocker panel, with the reddish rust colour on it
, and same at the rear corner of my drivers and passenger window
. What should I do to keep it from spreading? peel off the lose paint sand it to bare metal and prime and repaint? Im pretty sure its only surface rust, I HATE THE EASTCOAST!!

If you've got bubbles in the rockers, it's coming from the inside out...time for metal replacement to do the it the right way. Sanding/grinding it down and painting it will look OK at first, but it will come back and worse. Double check under the rubber on the doors at the pinchweld...that's another spot for it because the seals hold the moisture against the seam.
People laugh at me for storing my 4WD in the winter, but this is why...I like the truck too much to lose it to the salt monster.

would but this isnt an option going to school this fall and wont be able to afford payments at the same time, truck should be paid for by then so Ill get new rocker panels put in and painted then maybe LineX and call it a day, rust on the door by windows arent bad, body shiop says they can fix them no problem

My dad's been a body man for 40 years.
You can't stop it.
You can stop most of it, but it will always haunt you.
Unless you replace a lot of metal=$$$
If you just want to refresh it temporarily, then get it fixed now and trade it in later.
If you want to fix it so that you can keep it for 10+ years, it aint worth the cost.
Just trying to be honest.
