There should be no re-drilling required. +1 for 3M tape.

ALL tailgates have the holes

get the riv-nuts from the dealer....I picked them up for my 06 when I installed the plastic LT trim spoiler. you will also need a riv-nut gun. when you take off the smooth factory cap on your tailgate the holes will be there (hex shaped)

i didn't know about the riv-nut gun and tried installing the inserts by tightening a long bolt with a few washers on it......disaster! I'm going to remove the LT spoiler and buy another smooth W/T cap after drilling out the inserts.
