Default Bogging and stalling issue

This is my 1999 4.8 rcsb 2wd

I know 99-00 had a different pcm setup as the 01+ and I'm having these weird issues with my truck, (daily driver 100% stock) and I'm curious as to if I tune it, if it'll help.

Basically every once in a while I'll start it up cold or hot and I take off from a stop my truck will bog, no matter how much gas I give it it's almost as if the ebrake was on and will creepy slowly forward. Usually whines out first gear and hard shifts to second and it will be fine until I shut it off and let it sit for a period of time. Also every once in a while I'll go to turn into a spot, (foot on the brake and wheel turned) and my truck will drop RPMs enough to stall out. Both of these issues are dangerous and starting to **** me off. Is this something you're familiar with. I know it's not the transmission, I have replaced the trans and it did it before and after, along with the TC. I'm not sure if the harness are different or if it's just the PCM. Any help is appreciated.
