Why is my 408 a dog down low?

Can you record a log w/ BKR showing? That would see if your actually getting BRK or not.

My units are just grams, I'd assume that's the same thing.

Yeah I think you'll probably need some logs to really figure it out. Your timing could be getting pulled from multiple places like, AFR correction, IAT, ECT, KR, BKR, etc.
You could just try bumping up your timing 6* some more. If it still only pulls 3* that will put you were you were originally trying to be, but it may pull 6* now I'm not really sure though.
Trial and error.

Once you get your tuning sorted out. I think going to a set of 4.10's would help you alot. I know even with my radix and the 6.0 after i did the 80 swap it felt like a turd coming off of the line. Not to mention I picked up 1 mpg going from the 3.73 to 4.10. The guy who did my gears charges between 950 and 1000 for a 4wd gear swap parts and labor. Thats not a bad deal.

i think that cam is too big too. i ran a stock 6.0 motor and then added a decent cam. 234/232 ~590 lift 114+1 and it lost a shitload of low end. i will look for the charts. you have more cubes but also a larger cam so that still equals less tq down low. i think the cam i have is even a bit big for a 408 that isn't an all out drag truck.

Thats a damn good deal. I paid $1,100 for 4.10's and detriot locker in my 2 silvy's. Both 2wd and both done at 4wheelparts.
