Default Why Does GM Use Those Damn Clutch-type Cooling Fan?

These things are noisy as hell when the engine revs, I mean it sounds like an entire maid service with Hoover vacuums under the hood?

What's the purpose in using these instead of an electric fan?

Also I've noticed that in park or neutral giving the engine slow revs results in the fan noise and a very lazy return to idle, anyone else get that?
