He's talking about pulling the y-pipe out as one piece, by just unbolting it from the flanges. The y-pipe comes in pieces that slip together, that's what he wants to get welded.

If the y pipe is extended behind the tranny crossmember it'll come out without having to drop the crossmember

Cats don't have to be really far forward to get hot enough to operate but the manufacturers have been moving them forward so they heat up quicker to comply with tougher and tougher cold-start emissions regs.
