Default tail pipe question

what are the pros/cons of running a tail pipe compared to just having it dumped right after the muff? does one reduce rasp better than the other?
I did search too...didnt find anything quite like this

you think it would change being raspy at all? recently changed my muffler out and now there is some bad rasp between 28-3300 or so part throttle or wide open. just curious if the stock tail pipe would choke it up enough, that if I cut it off it would help. setup is lt's into ORY then factory pipe to a 3" bullet then factory tailpipe.

I know its going to have rasp just seeing if I could eliminate some off it.
