Default Starting Issue

Hey guys I have a problem with a 97 chevy pickup starting up. When I go to crank it it will not crank. I have checked fuel pressure and it is above 40 psi, the only way that I can get it to crank is by removing the air filter and spraying Carb cleaner down the air intake. After I turn it off it will not crank up again, what could be wrong?

return type system?
maybe pump not priming the fuel line...
in-tank pump, correct?
check valve in pump malfunctioning?
try turning the key on for 2-3 sec's...then off...then back on for 2-3 sec's again...then try to crank...
