One thing you can do to see how much 'bounce' you are getting from your tensioner is to blip the throttle cable with the hood up. Just rotate the TB butterfly to rev it. I was amazed at how much slack was created when the RPMS dropped quickly. Try it and see if you can see anything amiss.

The tensioner has more tension the further back it is. I think your belt is to small.
