Default Installing heads how to torque down rocker arms

I am installing Patriot stage2 heads on the 6.0 (finally) I was wondering what is the correct way to torque down the rocker arms. I did a search and it said 23 ft lbs , rotate 90 ,do this three times? I think the lifters were new. Mine are being reused and should have oil in them . Since they have oil already are they pre loaded? Just trying to clear a few things up before I start. Also should I use blue or red Loc-Tite? Thanks

Danny

i think that the 23 ft and rotate 90 is to install the heads themselves.... your going to have to find TDC and tq down the intake rockers on numbers 1 3 4 and 5 cylndrs. and exhaust on 1 2 7 8 cylinders all at 22 ft/pounds then turn crank full circle and tighten 2 6 7 and 8 intake and 3 4 5 6 exhaust also at 22 ft

You basically want to torque them when the lifter is not under the load of the vavle spring (valve in opened position). You want to torque it to 22ft lbs when the valve is fully closed.
