Can't you mill the 317's and get a compression bump?
What about milling the stock heads?

Is this a fair price?

I had planned on doing something with the trans especially if I went with boost or a 6.0 swap.

I don't believe that they can be milled enough to be worth it, but I'm not 100% sure...
