I guess my 95 with TBI would really make you scratch your head.
99 was the last year for the 5.7 Vortec in the Hoe. Any roller cam for the TPI series motors will work(1985 - 1992). If I'm not mistaken the LT series motors' cam can be used. I think they still have the distributor gear on the rear of the cam. A stock corvette cam(92-96) off ebay would be nice. You wouldn't have to modify the heads any due to the lift being conservative. Any lift over .450 or so on those vortecs and you have interferance issues with the valve guides. Those vortec motors already have pretty good heads. Those were the last of the real low end torque small blocks. The 6.0L doesn't even have the off idle torque of those motors.

Didn't they switch to NBS Tahoes and Suburbans halfway through 99? Is it possible that he could have gotten on OBS 99 truck with a NBS 99 manual?

That is definately a possibility. You could get either a new or an old body style p/u in 99. The tahoes were all still the old body until 2000 and I think the suburbans didn't change until 2001. I'm not 100% on that though.
