A throttle body spacer, on a TBI setup (with the throttle body on top of the intake like and old style carburetor), with injectors in the throttle body spraying downward, will raise the throttle body slightly and is supposed to help the fuel and air atomize better. When a throttle body spacer is stuck between a throttle body and intake manifold on a multi-port style injection, all it does is make the air have to travel that much further. I believe that some of the tb spacer manufacturers claim a venturi effect to the incoming air, but I have no proof either way.

approx 47rwhp gain...
I went from a 7.31 2.0 60' to a 6.85 1.9 60'.. at the 500' track.
So yea I'd do it again If I had to..

FullThrottleDan(not sure if he posts over here), had a dyno graph where he lost 1 rwhp going from stock to a throttle body spacer. He has some decent creditability too.

If your current truck has the tires like you are talking about then yea it will take alot more to notice anything.
For instance on a stock tire height blah blah tire i picked up 3 tenths in teh 1/4 from e-fans. 1 tenth with a cai 1 tenth with the pullies 2 tenths from longtubes. It takes the total to make a huge differance but in the end can be a great result.
For refernece to say only a supercharger is worthwhile my rcsb with a 5.3l runs 13.7@99 with bolt ons only. And i don't mean bolting on a power adder.
