Can a fuel filter hold back alot of performance?

It helps if you unplug the fuel pump relay and run the truck until it dies. Then remove the gas cap and unscrew the fuel pressure test port on the intake and stick something in to get any more pressure out. Then it won't spray all over. I always had a hard time slipping the filter out of the bracket. I can remove both bolts but the bracket is still secured to the brake lines and it is a bitch to wiggle it out. Any special techniques?

I need to get my oil changed. Im thinking maybe I sould change my fuel filter also.

I normally run injecter cleaner every 10K but at 2xK on the ODM i think its due
