87 truck won't idle in gear

the EGR opens and closes at idle and part throttle. At WOT it closes. If it gets stuck fully open it will not idle right and will have sluggish power off idle and low throttle.

should i just totally reinstall it all? and will he get a check eng light if we disconnect it all?
