400rwhp on a lm7 is pretty difficult. IMHO heads on a 5.3 aren't the best bang for the buck. Id rather put the money towards a 6.0 than heads on a 5.3. Sometimes, increasing RWHP is not always the most efficient way to better E.T.s at the track. A properly setup bolt on truck can outrun a head/cam truck without the appropriate supporting mods. Put the money in a tires/tune/stall/gears/headers. In respective order. I tried everything backwards and it was not the best idea.

You're going to spend $300 on a custom tune, 300 on a cam, not including everything needed for a swap including the gaskets, new crank bolt, etc. 500 for a set of LS6 heads if you're wanting a budget build.

Unless your dad's friend is building a turbo kit out of scrap pieces of stuff lying around, there is no way that he's getting 400 RWHP out of a 5.3 in a truck for $1000. Unless he's dropping a 150 shot of nitrous on one, but that can be done for less than $1000.

Sell the superchips and throttle body spacer, use that towards the cash you already got and do a cam swap and a good custom tune

I've got an LM7 that might be close to the 400rwhp mark. Granted, I spent a **** ton on it first.

Alright my dad called comp cams and we are having them grind a cam that will add 60RWHP also will increase the RPM range to 7500 for 750$ anything I could easily add for 400$? Maybe some headers??? They are going to be Shorty headers

Headers can be had for that. Do long tubes, not shorties. Do you have the specs on the cam? A good sized can needs stall, gears, and compression or it will be slochy down low.

How do you know how much rwhp it's gonna add? And your gonna need to spend the extra cash on parts to do the swap and a tune
